Project summary Small towns are faced with particular challenges in terms of water management, because they fall into a management gap where neither the centralised engineering approaches nor the participatory, typically rural, approaches are fully appropriate. Planning needs to reflect local circumstances and should be conducted holistically. To this end, participatory modelling is suggested to explore goals, perspectives and strategies, within a ‘community of practice’ that will: (1) create an informal group of people with a wide range of perspectives to work for water management strategies; (2) explore needs and potential for more efficient small town water management.; and (3) create forward-looking capabilities through commonly accepted representations of the water system. This approach is documented through a case study in Tarawa, Kiribati.
