Climate Change, Fiscal Reform and Energy Security: Assessing Policy Options in Indonesia

Project summary This PhD research assesses environmental fiscal reform options for Indonesia to achieve energy security and lower carbon emissions growth. The focus will be on the power/electricity sector with its distorted pricing regime. There are two main research questions: Which economic policy instruments represent the best fiscal reform options? And how politically feasible are chosen fiscal reform paths? Methodologically, the research will (i) employ econometric and historical analysis to extract the main lessons from the international literature on fiscal reform and structural adjustment in the power sector and (ii) assess political economy implications by using agent-based modeling techniques to simulate behavioral responses to selected fiscal reform options. (Note: this is a very preliminary research topic, subject to further substantial changes)
