Biographical Statement

After a decade of research in Africa, Dr Ballard joined the ANU as a Senior Research Fellow in the Research School of Social Sciences in 1972 to examine policy-making in Papua New Guinea during the period of decolonisation. He served as Professor of Administrative Studies at the University of Papua New Guinea and held an appointment in the Department of Political Science in The Faculties from 1980 to 1995, becoming Convenor of the Graduate Program in Political Science and International Relations, the largest in the University, for its first five years. He was also co-convenor of a year-long program on Sexualities and Culture at the Humanities Research Centre in 1993. From 1996 Dr Ballard held a Visiting Fellowship in the Graduate Research School, carrying out reviews of graduate coursework and postgraduate scholarships in the university and preparing guidelines for postgraduate research students and convenors, and from 2004 he has held a Visiting Fellowship in the Gender Research Centre.
Research Interests
Public policy, particularly on health issues including HIV and on gender and sexuality, in Australia, Papua New Guinea and the region.
